 OTS respects and appreciates the commitment of its customers to supporting small, disadvantaged business (SDB) concerns. OTS was founded in 1986 by Mr. Mel Daniels, an African-American entrepreneur who continues to own and manage the company. While SDBs often become involved in major contracts in a secondary role as subcontractors, OTS represents the reverse situation, where the SDB possesses the special ability to manage and support its customers’ needs, backed by large business. The key to OTS' success has always been the excellence of its performance. OTS has been a participant in the Small Business Administrations’ 8(a) Business Development Program since March of 1996. OTS is also located in a HUBZone (Historically Underutilized Business Zone).
