Program Title: Automated Fluid Minerals Support System, (AFMSS)
Contracting Agency/Company: Bureau of Land Management, Denver, Colorado
Contract Work Description: Office Technology Systems, Inc. supports the Bureau of Land Managements policy and regulatory responsibilities through a distributed data base management information system that provides accurate, reliable, and current information relevant to all the oil and gas wells on federal lands. The system has an electronic commerce front end to permit oil and gas industry organizations to submit applications for permit to drill, well completion reports and sundries, and to have the ability to obtain the status of their applications as they work through the approval cycle. (The system supports web-enabled inputs, e-mail inputs, and traditional EDI ANSI X.12 inputs. Users can query status, and submit data. The internal BLM users perform virtually all their oil and gas functional business practices through the system.)
OTS provides the development, implementation, and sustained support services for the entire system. All analysis of requirements, coding, migrating to alternative hosts/operating environments, testing, documentation, training, problem resolution, design, interaction with users and the oil and gas industry. (500+ BLM users in 31 Offices. There are 31 unique databases hosted on servers in 7 states. All application software, database, and systems administration functions are performed by OTS from our Denver, CO headquarters.) Software Fixes, User questions and Oil and Gas Industry support is provided by the Denver staff.
The original requirements were to develop the system to process in a RISC operating system environment. OTS has migrated the system to successful implementations in the NT and Windows environments for PC hosting.
The electronic interface is based on the EDI Transaction Set 625 that has been approved by the ANSI X.12 Committee for Electronic Data Interchange. OTS developed the logical extensible model for Transaction Set 625 and was the BLMs representative with the committees to achieve the approval. The front end is web-enabled and supports e-mail, along with the traditional X.12 EDI transmission.
Phase I:
Develop Electronic Business Interface for the Management of Oil and Gas Wells on Federal Lands
OTS provided technical engineering skills necessary to develop, implement, and sustain the support environment for an electronic commerce interface for Oil and Gas Industry users. This electronic commerce interface allows users to submit permits, check status, and update their well life cycle business activities.
Phase 2:
Develop, Maintain, and Sustain Operations for the Automated Fluids Minerals Support System
OTS has responsibility for the ongoing support of the AFMSS system. OTS works with users determining new functional capabilities for implementation, support daily operations, server and network support, testing, training, documentation, configuration control, and help desk support.
OTS has migrated the system from the RISC/AIX environment to NT and Windows 98 processing environments during the past year. The system was originally developed for the RISC/AIX environment based on BLMs decision to standard on that server platform. Recent shifts to PC based servers and the use of both NT and Windows as processing environments has necessitated a re-hosting for the system.
OTS had responsibility for assuring the Y2K compliance for the system and its continued ability to interface with other Department of Interior Systems. This tasking included adapting the AFMSS system to accommodate Informixs decision to make the word "case" a reserved word in their version that was Y2K compliant. AFMSS had several hundred thousand instances of the word "case" in the 3,000,000+ lines of code.
Phase 3:
Integration of the Electronic Commerce Capability with the basic AFMSS System
OTS staff have incorporated the Electronic Commerce functionality into the basic AFMSS processing environment with the latest release in March of 2000. The total system now provides Government personnel and Oil and Gas industry groups a seamless operating environment for both to conduct business with assurances of privacy and protection of the integrity of data.
Once industry users are registered with OTS, on behalf of BLM, they have the ability to submit applications for permits to drill electronically, submit reports electronically, query the progress of their applications during the governments review cycle, and effectively communicate with their government counterparts.
OTS is under contract to provide overall sustained support for the system for both Government and Industry users. Bi-annual releases with enhanced and modified capabilities are still planned. OTS has the responsibility for overall operation and maintenance of the integrated system.
